Cookie Notices: 5 Common CMPs Compared

Which cookie banner provider fits your website depends on budget, CMS, and features. We show current prices and functions.

Last updated: October 2026

A consent management provider, or CMP for short, collects your website visitors' consent to cookies, stores it, and documents it in a traceable way. We compare five common providers for the German-speaking market: Borlabs Cookie, consentmanager, Cookiebot, GDPR Cookie Compliance, and Usercentrics, with current prices, languages, and features.

What Is a CMP and When Do You Need One?

As soon as your website sets cookies that are not technically required, for example for analytics, marketing, or embedded content, you need active, informed consent from your visitors. This is required by the GDPR together with the German rules on cookie consent. A CMP displays the cookie banner, manages consents, and documents them so you can prove them in case of a dispute.

Since March 2024, there has been one more building block: For advertising features in Analytics and Ads, Google requires Google Consent Mode v2. In their paid plans, all five providers in this comparison cover it. For the free entry tiers, this applies to Cookiebot and GDPR Cookie Compliance. For Usercentrics, it is open according to the provider's own comparison table, and Borlabs Cookie and consentmanager have no permanently free tier anyway.

Borlabs Cookie

Borlabs Cookie remains a pure WordPress plugin with more than 300 settings, 150 of them for design alone, and professional translations into 8 languages. More than 370 ready-made service and content blocker packages automatically block external content such as YouTube or Google Maps until consent is given. The plugin is certified under TCF v2.4, supports Google's Basic and Advanced Consent Mode, and can tell EU and non-EU visitors apart through geotargeting. It also works with WooCommerce and Elementor.

consentmanager

consentmanager has been part of the Italian company iubenda Srl (Milan) since 2022 and now operates as "consentmanager by iubenda". The old address consentmanager.de redirects to the new domain consentmanager.net. Ready-made consent texts reviewed by lawyers are included in all plans, and the banner interface itself is available in 1 to 35+ languages depending on the plan. You can customize design and copy from the Starter plan (1 custom design, 3 with Essential). A built-in cookie crawler automatically scans the website for active cookies, 3 times a day with Starter or 10 times a day with Essential, and individually configurable with Enterprise.

Plan Price Page views/month Additional views Max. websites
Starter €23/month Up to 100,000 €0.10/1,000 1
Essential €59/month Up to 1 million €0.05/1,000 3
Enterprise On request Unlimited €0.02/1,000 Custom

Prices, limits, and features according to consentmanager.net, as of October 2026. Contract term: Starter and Essential 1 month, Enterprise 12 months. consentmanager offers no permanently free plan, only a free trial of the paid plans.

Cookiebot

Cookiebot now operates as "Cookiebot by Usercentrics" and belongs to the same company as provider number 5 in this comparison, but remains a separate product with its own pricing structure and price calculator. A patented scanner detects cookies and trackers automatically, runs monthly or on demand, and draws on a database with more than 13,000 cookie entries. The banner adapts to your website's design and branding, is automatically available in more than 47 languages, and meets the WCAG 2.2 accessibility standards. Cookiebot automatically blocks non-essential cookies until consent is given. You integrate it through Google Tag Manager or directly in more than 30 content management systems such as WordPress, Shopify, or Wix. The pricing tiers depend on the number of subpages per domain.

Plan Price/month per domain Subpages
Free Free Up to 50
Premium Lite €7 Up to 50
Premium Small €15 Up to 350
Premium Medium €30 Up to 3,500

GDPR Cookie Compliance

The WordPress plugin GDPR Cookie Compliance is still actively maintained: current version 5.2.2, last updated a few days ago (as of October 2026), more than 300,000 active installations, translated into more than 20 languages. All user data stays on your own website and goes to no third-party servers. You can freely customize the banner logo, colors, and copy, load scripts specifically before or after consent, and, according to the developer, Google Consent Mode v2 is fully supported. The paid premium add-on comes from Moove Agency and adds features such as a consent log, geotargeting, and a cookie wall.

The platform automatically blocks services that are not needed until consent is given, the consent banner adapts to your website's design and branding, and built-in reports show how your consent rate develops.

Which CMP Fits Whom?

For a single WordPress website with a modest budget, Borlabs Cookie remains the most affordable fixed annual license. If you work across platforms and start with growing traffic, Usercentrics offers a permanently free entry tier, while consentmanager offers a free trial of its paid plans. GDPR Cookie Compliance remains the obvious choice for WordPress projects with a small budget that still want to keep a maintained premium option open. Cookiebot is especially worthwhile if you already work within the Usercentrics ecosystem or want to make targeted use of its scanning feature, and its price tier adjusts automatically to the number of your subpages.
